Recruit founding board members

Finalize land lease agreement with Westminster Presbyterian
Conduct site survey and engineering plans
Obtain zoning approval and permits

Launch capital campaign ($2.75-3.25 million)
Complete site planning and design
Establish MOUs with service partners
Begin construction on first 15 units and community center
Hire core staff and program manager

Welcome first cohort of residents
Begin second phase construction (remaining 25 units)
Implement full programming and services
Conduct first-year evaluation and adjustments
Document outcomes for replication model
